Concert Insurance has filed a new Residents Liability Insurance Program in Virginia, with a proposed effective date of September 1, 2026. The filing includes forms, rates, and rules for a group renters liability product designed for apartment owners and property managers to offer to residents.
The program provides personal liability coverage for bodily injury and property damage occurring at the insured location, along with medical payments coverage. Optional endorsements expand coverage to include limited personal property protection, pet damage, water backup, refrigerated property, additional living expenses, biohazard cleanup, bed bug remediation, fungi remediation, and animal liability limits. Landlords can also purchase endorsements covering loss of rental income and lessor-placed certificates when tenants fail to provide proof of insurance.
The optional personal property endorsement covers residents’ belongings against named perils such as fire, windstorm, theft, vandalism, water discharge, and electrical damage, while excluding flood, earth movement, wear and tear, terrorism, pollution, and other standard property exclusions. Coverage also includes up to $1,000 for property temporarily removed to protect it from a covered loss and applies replacement cost settlement to most covered property.
The liability form excludes losses arising from business pursuits, motor vehicles, professional services, communicable disease, sexual abuse, pollution, terrorism, mold, asbestos, lead, radon, home daycare, punitive damages, and intentional acts, among other exclusions. Coverage is limited to occurrences taking place at the insured location during the certificate term.
According to the filing memorandum, the program is a new product for Virginia and is intended to become effective for new business beginning September 1, 2026.
