AXIS Updates Pet Health Insurance Program in Montana

AXIS Insurance Company has filed a rate and rule update for its Pet Health Insurance Program in Montana, making targeted program changes while keeping overall pricing flat.

The filing, submitted on December 2, 2025 and closed on December 3, 2025 with a “Rates Reviewed and Filed” disposition, removes the prescription sublimit option from the policy’s terms and conditions. While the change had a rate impact at the component level, AXIS adjusted base rates to maintain overall rate neutrality.

Under the revised rates, the base rate for dogs increases from $453.31 to $457.89, while the base rate for cats moves from $211.17 to $213.30. The program currently covers 612 policyholders in Montana and has $401,131 in written premium.

Beyond the prescription sublimit change, the filing also removes a prior rate cap used in the premium determination process and deletes the “Introductory Policy Coverage and Pricing” section entirely, signaling a shift toward a more standardized pricing structure for the program.

The filing notes that the most recent prior rate revision was also neutral, effective October 1, 2025. Actuarial support for the update was provided by Michael B. Schenk, FCAS, MAAA, Senior Actuary at Fetch, Inc., and Stephanie Atkins, Senior Actuary at AXIS Insurance Company, with Fetch identified as the source of the underlying program data.

Overall, the update reflects incremental refinement of AXIS’s pet insurance offering in Montana, simplifying coverage options and pricing mechanics without increasing overall premium levels.
