Fetch Seeks California Rate Increase and Coverage Enhancements

AXIS Insurance Company has filed for a 10.4% overall rate increase for its Fetch pet insurance program in California, alongside coverage enhancements.

Submitted October 5, the filing requests a July 7, 2027, effective date for new business and renewals and remains pending state action. It reports 57,587 affected policyholders and approximately $50 million in written premium, with a projected premium increase of $5.2 million. Individual rate changes range from a 56.8% decrease to a 146.5% increase.

The proposed policy changes increase covered quantities of prescriptions, medications, drugs and supplements to 180 days. Behavioral treatment coverage would allow qualified providers to deliver services following a veterinarian’s referral and extend medication coverage for certain newly adopted pets with behavioral disorders identified before coverage began.

Other changes expand the Adoption Support benefit’s lookback period to 365 days, add Certified Separation Anxiety Trainers as eligible telehealth providers, and remove the exclusion for taxes. The filing also introduces a prior claims history rating manual.

The program’s previous rate revision was an 18% increase effective July 7, 2026.
