Zenith Insurance Company, part of Fairfax, has filed in California to introduce a new Commercial Auto program aimed at non-agricultural risks. The September 3, 2025 submission is listed under Commercial Auto (Other than Farm and Agribusiness) and remains pending state action.

This new program marks Zenith’s expansion beyond its existing agriculture and farming-focused auto insurance, targeting a broader set of commercial auto classes. The filing also notes reliance on ISO manuals for loss costs and includes an affidavit certifying that no price optimization was used in developing the rates.

The program requires Commercial Auto Liability and Physical Damage to be combined in one application, and rating rules cover rounding, minimum policy premiums, and treatment of additional or return premiums.
