West Bend has filed a combined form, rate, and rule update for its Tennessee commercial property program, with changes scheduled to take effect May 1, 2026, for both new and renewal business.
As part of the update, West Bend is introducing a new optional Commercial Service Line Coverage endorsement, developed and fully reinsured by Hartford Steam Boiler. The endorsement covers physical damage to exterior underground service lines, including water, sewer, gas, electric, communications, and related systems, and extends to excavation costs, expediting expenses, increased cost of construction, business income, extra expense, and spoilage losses.
Coverage limits are capped at $25,000 for buildings less than 50 years old, with a $10,000 per-line sublimit for older buildings, and a $1,000 deductible per occurrence. Eligibility is restricted to risks with fewer than three paid service line claims in a 36-month period, and several classes—including hospitals, colleges, stadiums, and wastewater facilities—are excluded.
West Bend is also updating its windstorm and hail framework, revising both fixed-dollar and percentage deductible options and replacing the prior ISO deductible form with a proprietary Windstorm or Hail Deductible endorsement.
On the pricing side, the filing reflects an overall rate decrease of 2.1% for the Tennessee commercial property program. The change is expected to reduce written premium by approximately $313,000 across roughly 2,248 affected policyholders, based on current in-force data.
