Stillwater Seeks Rate Increase For California BOP

Stillwater Insurance Company has submitted a combined rate, rule, and form filing for its Businessowners program in California, with a requested effective date of June 1, 2026, for both new and renewal business.

The filing proposes an overall rate increase of 10%, affecting 5,615 policyholders and generating an estimated $1.55 million in additional written premium. The program currently represents approximately $15.5 million in written premium, with individual policy changes ranging from a 7% decrease to a 41.4% increase.

Stillwater’s actuarial analysis indicates a need for a 27.8% rate increase, with the requested change reflecting a more moderate adjustment. The filing follows a prior 12.69% increase that took effect in May 2025.

In addition to rate changes, the company is updating class coverage groupings, replacing the Businessowners rule manual, revising underwriting guidelines, and replacing policy declaration forms as part of a broader program refresh.

The filing was submitted on February 11, 2026, and is currently under review by the California Department of Insurance.
