Spinnaker, Millennial Launch Renters Program in Kentucky

Spinnaker Insurance Company, through MGA Millennial Specialty Insurance, has filed to launch a new residents liability insurance program in Kentucky, marking a fresh market entry with no immediate premium impact. Submitted on December 4, 2025, the program is scheduled to go live for new business on March 15, 2026, and currently has no policyholders as it is a new offering.

The filing adopts a new rate and rule manual largely modeled on Technology Insurance Company’s approved program, with additional endorsements including bed bug remediation and water back-up coverage. The product is designed to provide liability protection for tenants of leased or rented residential properties owned or managed by a group policyholder, reflecting a group-based distribution strategy rather than direct-to-consumer placement.

From an operational standpoint, the program allows monthly term certificates to be issued and reported by the group policyholder within 15 days of month-end, supporting high-volume, administratively light deployment. Millennial Specialty Insurance serves as the program administrator, with benchmarking also referencing Sutton.

The filing initially drew regulatory objections around a $4 installment fee that could have exceeded Kentucky’s 12% per annum cap. In response, the fee was revised downward to $2 to ensure compliance, clearing the way for approval.
