Progressive Enters Pet Insurance

Progressive is rolling out its pet insurance plan through multiple underwriting companies with staggered effective dates across the country.

Progressive Direct is leading in Alabama, Arkansas, Colorado, Connecticut, the District of Columbia, Kansas, Kentucky, Maryland, Montana, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Vermont, and Virginia, where most states target July 17, 2025, though Alaska is delayed until August 15 and Virginia was updated to August 21. Progressive Paloverde is handling Indiana and Louisiana with a July 17 start, while Progressive Advanced is filing in Missouri and Utah for the same date but set later launches in Pennsylvania (August 29) and Hawaii (September 15). Progressive Premier is introducing the program in Georgia and North Carolina on July 17, and Progressive Universal is filing in Illinois, Iowa, Nebraska, New Hampshire, Oregon, Wisconsin, and Wyoming, also for July 17. Mountain Laurel rounds out the group with a July 17 effective date in Mississippi.

The plan is designed for dog and cat owners and offers accident and illness coverage with optional wellness benefits. Pricing is modeled after the Fetch Pet Health Insurance Program under Axis Insurance Company, while wellness rates mirror Old Republic’s plan but are offered as an endorsement.

Policies are administered by Companion Protect Agency, with distribution through Progressive’s direct channels and marketing spanning mass media, direct mail, and digital.

Progressive projects a 57.5% loss ratio and justifies a 16.7% return on surplus, positioning the new line as a competitive entry into pet insurance.
