Openly Expands Homeowners Program to Virginia

In April 2025, Rock Ridge Insurance Company filed to launch Openly’s Homeowner Program in Virginia, marking the brand’s expansion into another key market. The program is expected to take effect on May 19, 2025.

The filing outlines Openly’s HO5-style product, offering coverage for owner-occupied dwellings, secondary and seasonal homes, and a wide range of endorsements—including water backup, equipment breakdown, earthquake, and personal cyber protection. Policies are written on a full replacement cost basis, with liability limits up to $1 million and base deductibles ranging from $500 to $300,000.

Openly uses a by-peril rating model and a multi-component pricing structure that factors in coverage type, location, structure characteristics, loss history, and optional endorsements. The company also incorporates a credit-based underwriting tier system and provides discounts for bundling with auto insurance from the same agency, regardless of carrier.

This is a new program filing with no existing premium or policyholders in the state. Rock Ridge Insurance Company, part of Clear Blue Financial Group, serves as the underwriting carrier for Openly in Virginia.

“The Openly Homeowners Program utilizes Traveler’s Quantum 2.0 program as a starting point. Travelers has a track record of solid underwriting results in Virginia, and virtually all of their Quantum 2.0 rating algorithm is publicly available through their filings (SERFF# TRVD-131644472, TRVD-132675405, TRVD-133114013). The Quantum 2.0 program provides premium allocations on a by-peril basis. The Openly Homeowners Program pricing generally follows those rates; however, deviations are made where appropriate or necessary for The Company and the program. These deviations can be found in the section below named “Deviations from Quantum 2.0.””
