Millennial Specialty Insurance has filed to launch a renters liability program in California on behalf of Spinnaker Insurance Company.

The group product is designed for residents of leased or rented properties where the property manager offers the coverage. It can also be used as lessor-placed coverage when a tenant fails to satisfy the insurance requirements of a lease.

Annual liability premiums range from $90 for $25,000 in coverage to $156 for $300,000. Optional personal property coverage ranges from $5,000 to $50,000, with annual premiums of $30 to $120. Additional living expense coverage is set at 20% of the selected personal property limit.

The program also offers coverage for pet damage, bedbug remediation, water backup, refrigerated property, fungi and bacteria-related liability, and forcible-entry theft. A mandatory endorsement provides up to $2,000 for biohazard cleanup following the death of a certificate holder at the insured property.

MSI based the program primarily on a California product from Technology Insurance Company, with certain optional coverages based on a Sutton National Insurance Company filing.

The filing is a resubmission of an earlier application that was withdrawn after being submitted under a different line of business. MSI and Spinnaker are seeking a December 1, 2026, launch, subject to regulatory approval.
