Markel has filed a per-mile motorcycle insurance program in Rhode Island aimed at riders who use their bikes less than the average motorcyclist.

The proposed premium has two parts: a fixed charge and a variable charge based on mileage. Riders provide an estimated annual mileage when getting a quote, and subsequent bills can be adjusted using uploaded odometer readings. The filing also sets default mileage calculations when readings are not provided.

Markel says it intends to use rates and factors from a Progressive motorcycle filing, with changes for its business model and expenses. It will use its own financial responsibility model in place of Progressive’s proprietary version. Markel also removed several optional coverages from the proposed program, including roadside assistance and trip interruption, transport trailer, and carried contents coverage.

The filing was submitted Sept. 24, with a requested Feb. 1, 2027, effective date for new business. It remains listed as submitted to the state.
