City National, part of Markel, has submitted a Connecticut filing for a Foxquilt professional liability errors and omissions program targeting small businesses, microbusinesses and sole proprietors.

Administered by Foxquilt Insurance Services, the standalone product would provide claims-made-and-reported coverage for financial losses arising from negligent professional services. The manual identifies its target market as service providers with less than $2 million in annual revenue or fewer than 10 employees.

Pricing would reflect business classification, coverage limits, deductibles, prior acts, professional experience and claims history. Connecticut-specific rules include a 5% credit for applicants with no reported claims or payments in the past five years.

The filing was submitted November 5 as a resubmission of an earlier application. It remains under review, with effectiveness requested upon approval. City National is part of Markel.
