Horace Mann Insurance Company and Teachers Insurance Company have filed a new mandatory roof payment schedule for Kansas homeowners policies that would reduce wind and hail claim payments as roofs age.
Under the proposed endorsement, roofs would receive full replacement payment only through age four. Payments would begin declining in year five, with the percentage determined by the roof’s age and material. A 15-year-old standard composition roof, for example, would receive 40% of its replacement cost, while many roof types eventually reach a minimum payment of 25%.
The schedule applies to the full replacement expense, including materials, labor, contractor overhead and profit, taxes and fees. It would not apply when Horace Mann determines that the residence is a total loss.
The endorsement also generally excludes payment for cosmetic hail damage to metal roofing components unless the damage prevents the component from performing its intended function or it is attached to a roof plane that must be replaced.
Separately, Horace Mann is broadening its Educator Advantage endorsement by expanding the definition of a school beyond K–12 institutions to include higher education, charter organizations and accredited private institutions.
The filing requests an effective date of June 15, 2027, and is pending regulatory review.
