Healthy Paws Seeks 16.3% California Rate Hike

Chubb’s Westchester Fire Insurance Company has filed for a 16.3% rate increase for its Healthy Paws pet insurance program in California, citing rising veterinary costs.

Submitted October 8, the filing covers 94,247 insured pets as of August 2026, representing approximately $147.1 million in annualized premium. The proposed increase would add approximately $24 million in premium, compared with an indicated rate need of 38%.

“Given the significant severity trends due to veterinary inflation, we expect to need to file for roughly annual rate increases for the foreseeable future,” the insurer states.

The proposal follows a 44.8% rate increase effective May 1, 2025. It also adds missing breeds and ZIP codes to the rating manual and introduces a renewal eligibility rule. The supplied summary does not include the rule’s details.

Westchester previously withdrew a filing after regulators requested adjustments to historical data to reflect the proposed renewal eligibility guidelines. The insurer says this submission addresses that request.

The requested effective date is January 1, 2027, for new and renewal business. The filing is pending regulatory review.
