Guardian filed updated rates for its Florida small group vision insurance business, requesting an overall 4.5% decrease effective August 1, 2026. The filing impacts approximately 64,935 certificateholders and $7.95 million in annualized premium volume.
According to the filing, the rate reduction is primarily driven by updates to area factors across Guardian’s VSP, Davis, and Guardian Vision networks, along with the continuation of a previously approved 2% annual trend factor through July 31, 2027. The VSP network factor will decrease from 0.626 to 0.598, while Davis and Guardian Vision factors will increase modestly.
The filing shows that 48,214 certificateholders will see a 6.3% decrease, while 16,692 certificateholders will experience a 0.6% increase.
Guardian reported a Florida small group vision loss ratio of 52.1% and an average annual premium of $122.40 per certificateholder as of year-end 2025. The company’s largest Florida vision block remains its VSP-based business, covering 48,214 certificateholders and generating nearly $6 million in annualized premium.
