GAINSCO Wins Approval for Kansas Auto Launch

GAINSCO’s MGA Insurance Company has secured approval for a new Kansas private passenger auto program, with a November 12, 2026 effective date for new business.

Kansas approved the filing October 22 following regulatory questions about pricing, insurance scoring, fees and policy provisions. The insurer described the submission as “a brand-new program offering for an initial market launch” and confirmed that it has no existing renewal book for the program.

The filing shows how GAINSCO built its market entry pricing. The company used Fast Track loss costs to establish initial base rates, then compared online quotes against National General and The General to assess competitiveness. Territory factors were adopted from First Chicago Insurance Company.

Distribution also figures into the rating approach. In defending its Policy Purchase Source variable, GAINSCO said customers entering through different channels historically exhibit different claim frequencies and loss patterns. Other variables include vehicle base price and interactions between advance purchasing, prior insurance and homeownership.

The program uses TransUnion’s credit model. During review, GAINSCO amended its rules to clarify neutral treatment for customers with no credit hit or thin files, and described an exception process for extraordinary life events.

The company also confirmed that its countrywide renewal rate change cap would not apply in Kansas.

The approval gives the State Farm Group insurer a new market entry, with a pricing framework combining external loss data, competitor benchmarks and segmentation by customer characteristics and purchase source.
