Builder Reciprocal Files Florida Homeowners Program

Builder Reciprocal Insurance Exchange (BRIE) has filed a new homeowners insurance program in Florida, with new business expected to begin on November 1, 2026. The filing introduces the insurer’s HO-3 product using a combination of ISO and proprietary forms, while rates and rules are being submitted separately.

Millennial Specialty Insurance submitted the filing on BRIE’s behalf. According to the filing memorandum, most of the proprietary forms are based on homeowners forms previously approved for Spinnaker Insurance Company, while BRIE-specific declarations, application, policy jacket, and privacy notice are new. The company also removed optional Home Systems Protection and Service Line Coverage endorsements from the program.

The program includes a range of optional endorsements covering golf carts, identity theft expense and resolution services, scheduled personal property, home computer coverage, water backup, increased replacement cost, ordinance or law coverage, personal injury, sinkhole loss coverage, and preferred vendor savings, among others. Mandatory Florida-specific endorsements address issues such as roof coverage limitations, matching of undamaged property, existing damage exclusions, water damage exclusions, hurricane deductibles, and roof update notice requirements.

The filing also introduces Florida-specific policy provisions governing emergency repairs, cosmetic floor damage, catastrophic ground cover collapse, mold and fungi, water damage, roof claims, and other state-specific requirements. The product will be written on ISO’s Homeowners 3 – Special Form with BRIE’s proprietary endorsements tailored for the Florida market.

Bottom Line: BRIE continues expanding beyond Texas by launching a Florida homeowners program built largely on the product architecture previously used by Spinnaker Insurance Company. The filing suggests the reciprocal is leveraging established homeowners forms while tailoring the offering to Florida’s evolving regulatory and catastrophe environment.
