BITCO National Insurance Company has submitted an initial filing to write Commercial Auto in Rhode Island, dated August 20, 2025. If approved, new business can begin January 1, 2026. The company currently has no policyholders in the state.
The filing is structured as a rate/rule submission with a neutral overall impact. BITCO National will adopt ISO forms, loss costs, and rules, aligning its loss cost multipliers with those already approved for its affiliate, BITCO General Insurance Corporation. Premiums will be based on the number of power units under a composite rating plan.
Forms included range from a Composite Rating Plan Premium Endorsement to provisions for Additional Insured, Maximum Deductible, and Named Driver Liability Coverage Limitation. The company also plans to use its countrywide forms for multi-state accounts that include Rhode Island.
This is a resubmission following an earlier withdrawn filing. Regulators flagged the company’s prior attempt to introduce a -15% deviation, which has been removed. BITCO notes it may revisit the deviation once it has underwriting data to support the change. The Rhode Island Insurance Department has extended review under deemer provisions.
BITCO National (NAIC 20109) is part of the Old Republic General Insurance Group and is an ISO member. This filing marks its formal entry into Rhode Island’s commercial auto market.
