The change reflects rising veterinary expenses driven by labor costs, consolidation, and advanced treatment technologies, resulting in a 7.6% overall impact on the renewing book, with Accident Only plans increasing 16.0% and Accident & Illness plans increasing 5.7%. The company based its filing on state experience supplemented by national data from the broader Trupanion Pet Health Insurance Program, assuming a 5.9% loss trend and no premium trend, consistent with the March 2025 CPI for veterinary services. First introduced in South Dakota in July 2022, the program offers customizable coverage options, including variable deductibles, benefit limits, wellness endorsements, and discounts, with premiums determined by pet- and coverage-specific factors.
