Allstate Moves to Exclude Certain ATVs From California Motorcycle Program

Allstate has filed changes to its California motorcycle and off-road vehicle underwriting guidelines that would make certain high-performance all-terrain vehicles ineligible for new business, with the updates proposed to take effect on July 10, 2026. The filing applies to Allstate Insurance Company’s Motorcycle/ORV program and does not include any rate changes.

Under the proposal, vehicles classified as ATV Group 2 would no longer qualify for new business coverage. Examples cited in the filing include the Can-Am Maverick, Polaris RZR models, Polaris Xpedition, and Honda SXS1000S2X. Allstate said the revisions are limited to underwriting eligibility guidelines and are being submitted for informational purposes only.

The filing encountered an initial objection from the California Department of Insurance, which requested revisions to the affidavit, corrections to the rate application, a filing memorandum outlining the rationale for the changes, and the relocation of proposed underwriting guidelines to the appropriate SERFF section. The department directed Allstate to respond by June 19, 2026.

According to Allstate, the proposed eligibility change will apply to policies effective on or after July 10, 2026, and will not have a rate impact on the existing book of business.
