Aflac Pet Seeks Rhode Island Rate Increase

American Pet Insurance Company has filed a rate and rule update in Rhode Island for its Aflac Pet Insurance powered by Trupanion program, seeking a 20% rate increase across accident only and accident and illness plans.

The changes are proposed to take effect May 1, 2026, for both new and renewal business. The inland marine program has a limited footprint in the state, covering nine policyholders and approximately $2,679 in written premium. Rates vary by plan design and distribution channel, with policies offered both direct to consumer and through employer sponsored worksite arrangements. The program was first introduced in Rhode Island on July 1, 2022, and is administered as a voluntary employee benefit.

Separately, American Pet Insurance Company filed a similar rate and rule update in North Carolina on January 15, 2026, seeking a 19% increase for the same program effective May 1, 2026. That filing, which is under actuarial review, affects 14 policyholders and about $9,115 in written premium, following a 14.9% rate increase that took effect in January 2025, pointing to continued pricing pressure as the carrier scales its partner branded pet insurance offerings. The program was first introduced in North Carolina on January 1, 2022.
