INSHUR Auto Program Proposes 7.1% Rate Increase in Connecticut

Incline Casualty Company has filed a 7.1% overall rate increase for its INSHUR-administered Period X Commercial Automobile Liability Program in Connecticut.

The proposal updates the program’s base rate and fleet-size discounts, and clarifies that rating territories are determined by where vehicles are principally garaged. It also reflects a change in program administrator from American Business Insurance Services to INSHUR.

A separate forms filing identifies October 1, 2026 as the administrative transition date to INSHUR, with revised forms effective October 20 for new business and January 23, 2027 for renewals. The underlying Incline program began January 23, 2026 under American Business Insurance Services.

The filing lists 12 affected policyholders and $17,070 in written premium, with an estimated premium increase of $1,206. Individual impacts range from an 18.1% decrease to a 30% increase.

Submitted October 16, the filing proposes an October 20, 2026 effective date for new and renewal business.
