Hippo has revised eligibility rules for its Oregon homeowners program after regulators questioned restrictions on younger homeowners and homes operating daycare businesses.
The filing, submitted by Spinnaker Insurance Company for the program distributed through Hippo Insurance Services, was approved November 5, 2026, with that effective date listed for both new and renewal business.
During its review, Oregon’s Division of Financial Regulation challenged a rule making owner-occupants under 25 ineligible. Hippo removed the restriction, confirming that applicant and owner-occupant age would not determine eligibility.
Regulators also questioned a blanket restriction on homes with daycare operations, citing Oregon law protecting registered or certified daycare facilities. Hippo replaced the restriction with an underwriting referral. The revised guidelines require a state-approved childcare license or registration and evidence of separate business liability coverage at least equal to the homeowners policy’s liability limit.
The filing also increases the inspection fee to $34, which Hippo attributes to higher vendor costs passed through without markup. The fee can be waived when customers submit a valid home inspection report completed within the previous 12 months.
Other changes include a companion policy discount rule for approved Hippo partnership products and a transition capping rule reserved for future use.
