Donegal Mutual has filed to fully withdraw its Boatowners insurance program in Maryland, completing an exit that has been in progress since early 2025.
The filing, submitted in January, formally withdraws all remaining policy forms associated with the Boatowners and personal watercraft program. The company confirmed that all policies have already been non renewed and that there are no active policyholders remaining in the state. The action applies to renewal business only and follows a previously approved plan allowing nonrenewals to begin on January 1, 2025.
As part of the withdrawal, Donegal is removing its Hullmaster Plus Boatowners policy along with several endorsements, including emergency towing and labor services, boat replacement cost, uninsured boaters coverage, personal property coverage, and Maryland specific amendatory forms. No replacement product is being introduced as part of the filing.
The move formally closes Donegal’s presence in Maryland’s boatowners and personal watercraft market.
