Cloister Mutual Prepares to Launch in Virginia

Cloister Mutual has filed to introduce manufactured home insurance in Virginia after receiving approval to write business in the state.

The Pennsylvania-based carrier plans to use the same rates and manuals as affiliate Windsor-Mount Joy Mutual Insurance Company. The program provides property, personal liability and medical payments coverage, with optional protection for equipment breakdown, earthquake, scheduled personal property, home computers and manufactured homes rented to others.

Rates vary by territory, construction year and the age of the home. Properties in certain coastal and southeastern counties would be subject to wind and hail deductibles of at least $2,000 or 2% of Coverage A, while policies in higher-risk areas would carry deductibles of at least $5,000 or 5%.

The program also includes claim-free discounts, replacement cost coverage with actual cash value settlement for roofs and limited water-damage coverage for homes that would otherwise face water-related restrictions.

The proposed effective date is October 1, 2026, subject to regulatory approval.

Windsor-Mount Joy currently appears to operate in eight states: Delaware, Maryland, Massachusetts, New Jersey, North Carolina, Ohio, Pennsylvania and Virginia.
