Builders Insurance Pursues California Commercial-Lines Expansion

Builders Insurance has submitted filings to introduce workers’ compensation, commercial general liability, commercial package and fidelity programs in California.

The filings indicate that the insurer is seeking authority to write these lines in the state.

Its workers’ compensation program, submitted August 25, has a proposed October 1, 2026 effective date. Three August 11 filings—commercial general liability, commercial package and fidelity—seek January 1, 2027 effective dates.

The proposed commercial package includes property, general liability, business income, inland marine and commercial crime/fidelity coverage.

In May, California Builders’ earlier commercial-auto, commercial-package and fidelity filings at intake because the Department of Insurance had no record of either a California license or a pending license application. The newer filings have not been approved, but the workers’ compensation, general liability and commercial-package submissions have progressed beyond that earlier rejection.

Builders based much of its proposed rating structure on a California workers’ compensation program previously written by Accredited Surety and Casualty Company through general agency Atlas General Insurance Services. Before Accredited restructured its California programs in 2023, the Atlas program represented approximately 85% of Accredited’s California policy count and 90% of its California premium.

Accredited later withdrew from California workers’ compensation after ending relationships with Atlas and Appalachian Underwriters/Cornerstone Underwriters Partners. The withdrawal affected approximately 3,949 policies and $55.6 million in direct written premium as of December 31, 2024.
