Liberty Insurance Underwriters has submitted a Pet Health Withdrawal Plan in Georgia, formally initiating its exit from the pet health insurance market across all states. The filing, submitted on June 30, 2025, outlines Liberty’s intent to cease writing this line of business and transition the book to Old Republic Insurance Company (ORIC), an A-rated carrier.
The insurer cites a minimal market share in Georgia and no outstanding claims in the state. With a policyholder surplus exceeding $114 million, the withdrawal is not expected to materially impact the company’s financials. Policyholders received 45 days’ nonrenewal notice in accordance with Georgia law, and independent agents have been notified.
This strategic withdrawal follows the program administrator’s decision to move business to ORIC and is categorized solely as a form filing, with no associated rate changes. “This is program business, and the program administrator has decided to move the book to a different carrier.”
