Harford Mutual Pushes 22.9% BOP Increase In Kentucky

Harford Mutual Insurance Group submitted a rate and rule filing in Kentucky introducing proprietary loss costs for its Businessowners program, replacing certain ISO loss cost tables the company has not adopted. The filing covers Harford Mutual Insurance Company, Firstline Insurance Company, and 1842 Insurance Company, with changes scheduled to take effect July 1, 2026 for both new and renewal business.

The update results in an overall rate impact of +22.9% for Harford Mutual’s portion of the program, affecting 39 policyholders and generating about $44k in additional premium on roughly $192k of written premium. Smaller impacts apply to affiliated carriers, including +7.1% for Firstline Insurance Company and +25.3% for 1842 Insurance Company, though each affects only one policyholder in the state.

The filing also introduces several rule updates for the Kentucky Businessowners program, including:

  • A windstorm construction credit program providing discounts for properties meeting IBHS FORTIFIED construction standards.

  • Changes to premium audit rules, including an audit noncompliance factor if policyholders refuse audits.

  • New class of business rating factors and additional rating rules for exposures such as small restaurants and incidental snow and ice removal operations.

  • Updates to endorsements and optional coverages, including flood coverage provisions and expanded property endorsements.

The Kentucky Department of Insurance acknowledged the filing on March 3, 2026, with the changes scheduled to take effect July 1, 2026.
