Simply Business has filed an 8.9% average rate increase for its Harborway general liability program in Utah, targeting business distributed through agency wholesalers after the channel’s loss ratio exceeded 250%.
The program is underwritten by Spinnaker Insurance Company and administered by Simply Business, doing business as Harborway Insurance. Utah marked the filing filed for use on October 26, with proposed effective dates of February 1, 2027, for new business and April 1, 2027, for renewals.
The actuarial memo identifies agency wholesale business as a significant contributor to deteriorating profitability, with an additional shock loss reported after the data evaluation date. Countrywide, the channel accounted for 7,412 of 70,077 policies, or 10.6%, as of October 1. In Utah, it represented just eight of 677 policies.

The revised rating plan assigns agency wholesale business a 1.925 distribution factor, compared with 1.100 for agency networks and 1.000 for direct-to-consumer business. It also excludes agency wholesale policies from a stabilization rule that otherwise caps eligible annual renewal rate increases at 20%, after accounting for exposure changes.
Simply Business says the targeted changes are necessary to avoid larger increases across the rest of the book and eliminate cross-subsidization between distribution channels.
The Utah filing reports approximately $505,067 in written premium and a projected $45,117 premium increase. Individual rate changes range from 0% to 95.1%, compared with an overall actuarial indication of 55.0%.
