Bristol West Revises Rating Rules in Virginia Auto Filing

Bristol West, part of Farmers, has filed a rate and rule update for its private passenger auto program in Virginia, seeking an overall rate decrease while revising several rating elements following regulator objections. The filing was submitted on October 29, 2025, with new business effective October 31, 2025, and renewals effective December 5, 2025.

The company is proposing an overall rate impact of -3.6%, affecting approximately 7,336 policyholders and reducing written premium by about $814,000 on a $22.6 million book.

Bristol West agreed to eliminate the address matrix factor tied to discrepancies between mailing and garaging addresses and to remove rating based on the number of prior vehicle owners. The company is also removing market tier tables that are no longer actively used and revising transportation expense limits by eliminating per-day caps.

Additional changes address driver-related rating and compliance issues. Bristol West clarified that unverifiable driving records are not surcharged in Virginia, updated rules governing the discovery of unlisted drivers, and revised the treatment of at-fault and not-at-fault accidents to avoid double-counting across tiering and vehicle-level rating. Several data-driven factors tied to third-party verification, including verified mileage handling, are being standardized to ensure consistent treatment across insureds.
