Aspire General Seeks Rate Increases for Two California Auto Programs

Aspire General Insurance Company has submitted two California rate filings covering its Savings and Advantage private passenger auto programs, both requesting an overall 6.9% rate increase with a proposed effective date of October 1, 2026 for new and renewal business.

The filings were submitted on March 5, 2026 through Perr&Knight under California’s prior approval system. The company also requested expedited review as a member of the Pacific Association of Domestic Insurance Companies (PADIC).

Savings Program

The Savings program filing affects 309,419 policyholders and approximately $371.7 million in written premium, with a requested premium change of $21.5 million. The actuarial indication behind the filing is 11.4%, though the company is requesting a smaller 6.9% overall rate impact.

The filing replaces the program’s rate manual and includes updates to base rates, deductible factors, mileage factors, and other rating components used to price California private passenger auto policies.

Advantage Program

A separate filing covers the Advantage program, which affects 206,428 policyholders representing about $322.5 million in written premium. Aspire is requesting a $16.6 million premium increase, also reflecting a 6.9% overall rate impact, compared with an actuarial indication of 11.0%.

The update includes revisions to the program’s rate manual and rating structure, including adjustments to base rates, discounts, mileage factors, and driving record factors used in the rating formula.

Combined Impact

Across both programs, the filings would affect more than 515,000 California policyholders and roughly $694 million in written premium, with Aspire requesting rate adjustments that together would increase premiums by about $38 million if approved.

Both programs were last revised January 1, 2025, when the company implemented a 6.9% rate change.
