Apex Star Insurance Exchange is making its entry into Florida’s homeowners insurance market through a newly filed takeout program targeting Citizens Property Insurance Corporation policies.

The initial filing, submitted on July 28, 2025, outlines Apex Star’s intent to participate in the state’s Citizens Takeout initiative. The program will rely on ISO’s approved homeowners and dwelling forms, with Apex Star adopting all currently authorized ISO endorsements for use in Florida. Company-specific forms and a filing memorandum were also included.

Apex Star is underwritten by Apex Star Reciprocal Exchange or Star Vantage Reciprocal Insurance Exchange and administered by StarLight Management Group LLC, based in Tampa, FL. The companies may delegate some or all responsibilities to third parties and have contracted with affiliate StarLight Management Group LLC to deliver the full range of insurance management services.

The requested effective date for new business is December 1, 2025.
